러시아 연방법에 따르면 TRCU란 Technical
Regulation of Customs Union의 약자로 러시아를 중심으로 한 관세동맹(Customs
Union)의 기술규정을 의미한다. 규격과는 다르게 이 기술규정은 각기 다른 제품들이 관세동맹
내에서 사용할 때 안전을 보장하기 위해 반드시 지켜져야 할 최소한의 요구사항이다.
TRCU를 준수했다는 것은 인증기관을 통해 정부에 등록해야만 인정되는데, 이 때 EAC Certificate / GOST-R certificate /
CUTR certificate / TRCU certificate 등으로 불리는 인증서가 만들어진다.
TRCU는 각 산업 및 제품의 분류에 따라서 34가지로 구분되지만 한 장비가 여러가지 규정에 해당된다면 여러 규정에 맞는 절차를 거쳐서 인증서를 취득해야 한다. 한 예로 약 220V의 전기로 작동하는 모터라면 TRCU 004 저전압규정, TRCU 010 기계규정, TRCU 020 전자파규정을 적용해야 한다.

TRCU에 따른 인증서는 제품의 종류, 수출계약 방식, 제품특성 등에 따라서 받아야할 인증서의 종류와 방법이
달라지며 인증서 발행 기간도 2-3일에서 1년까지도 소요될
수 있다.
