Technical regulations of the Customs Union TR CU 010/2011 "On the safety of machinery and equipment"was adopted by Decision of the Commission of the Customs Union on October 18, 2011 № 823.
"List of standards as a result of which, on a voluntary basis, compliance with the technical regulations of the Customs Union "On the safety of machinery and equipment" was approved by Decision of the Commission of the Customs Union on October 18, 2011 № 823.
This technical regulation was developed in accordance with the Agreement on common principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation on November 18, 2010.
This technical regulation applies to machines and (or) equipment manufactured in circulation at the common customs territory of the Customs Union.
This technical regulation applies to machines and (or) equipment which were revealed and identified hazards with requirements to eliminate or reduce of them are installed in accordance with application № 1 and № 2 of the Technical Regulations.
The action of this technical regulation applies to machines and (or) equipment used at hazardous production facilities.
If risks from machines and (or) equipment, fully or partially installed in other technical regulations of the Customs Union, EurAsEC the machines and (or) equipment must comply with the technical regulations of the Customs Union, EurAsEC.
This technical regulation shall not apply to the following types of machines and (or) equipment:
- Machines and (or) equipment related to ensuring the integrity and sustainability of the networks and the radio frequency spectrum;
- Machines and (or) equipment used for medical purposes and used in direct contact with the patient (X-ray, diagnostic, therapeutic, orthopedic, dental, surgical equipment);
- Machines and (or) equipment specifically designed for use in the field of nuclear energy. On machinery and (or) equipment for general industrial use used in the field of nuclear energy the effect of these technical regulations apply to the extent not contrary to the requirements for nuclear and radiation safety;
- Wheeled vehicles, other than those stated on their machines and (or) equipment;
- Sea and river transport vehicles (ships and craft, including those used for their machines and (or) equipment);
- Aircraft and spacecraft;
- Rolling stock and facilities specifically designed for use on the railways and underground;
- Attractions;
- Weapons and military equipment;
- Machines and (or) equipment intended for use by persons with disabilities;
- Agricultural and forestry tractors and trailers, other than those stated on their machines and (or) equipment;
- Drilling platforms, other than those on which machinery and (or) equipment.
Certification of machines and (or) equipment of technical regulations for compliance with this form of certification are carried out on 1c, 3c, 9c.
Applicant for certification schemes 1c, 9c can be registered in accordance with the legislation of the Member State of the Customs Union on its territory, a legal entity or natural person as an individual entrepreneur or the manufacturer, or to perform the functions of the foreign manufacturer in a contract with him in part ensure compliance with the requirements of the delivered products and the technical rules of liability or non-conformity of delivered products to the requirements of the technical regulations of the Customs Union (the person performing the functions of the foreign manufacturer).
Applicant for certification scheme 3c can be registered in accordance with the legislation of the Member State of the Customs Union on its territory, a legal entity or natural person as an individual entrepreneur, or  a manufacturer or seller, or performing the functions of the foreign manufacturer in a contract with him in part ensure compliance with the requirements of the delivered products and the technical rules of liability or non-conformity of delivered products to the requirements of the technical regulations of the Customs Union (the person performing the functions of the foreign manufacturer).

Declaring machines and (or) equipment for conformity requirements of this technical regulation is carried out in the form of declarations by the applicant on the basis of their own evidence and (or) obtained with the participation of the certification body or an accredited testing laboratory (center), included in the Unified Register of Certification Department and testing laboratories (centers) of the Customs Union on schemes 1d, 2d, 3d, 4d, 5d, 6d.

According to the applicant instead of declaring conformity of machinery and (or) equipment may be the certification schemes of certification equivalent circuits of declaration of conformity provided for machines and (or) equipment of these technical regulations including the absence or insufficiency of the applicant's own evidence confirm compliance with the requirements of the technical regulations.
As long as the machines and (or) equipment conformity assessment procedures have been established by the present technical regulation and the relevant record has to be made in the Single Register of certificates of conformity and registered declarations of conformity issued by the applicant on a single form.
Machines and (or) equipment are issued in the market and should be marked with a single mark of  product handling on the market of the Member States of the Customs Union approved by the Commission Decision of the Customs Union of 15.07.2011 N 711 (as amended on 20.07.2012)  when it’s under this technical regulation and other technical regulations of the Customs Union, EurAsEC and provided that they have passed conformity assessment procedures set out in this technical regulations as well as other technical regulations of the Customs Union, EurAsEC.
Declaration of compliance or conformity issued after positive results of the researching according to a single form approved by the Commission of the Customs Union on December 25, 2012 № 293 is the only document confirming compliance of machines or equipment with requirements of these technical regulations.

CU TR 010

1. This technical regulation is designed in accordance with the Agreement on common principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation. 2. This technical regulation is designed for establishing on a single customs territory of the Customs Union, a mandatory requirements for the application and enforcement to the machines and (or) equipment in the process of development (designing), manufacturing, installation, commissioning, operation, storage, transportation, marketing and disposal, for the providing the free movement of machines and (or) equipment put into circulation in the common customs territory of the Customs Union. 3. If, in respect of machines and (or) equipment will be accepted other technical regulations of the Customs Union, technical regulations of the Eurasian Economic Community (hereinafter - EEC) establishing requirements for the machines and (or) equipment, the machines and (or) equipment shall meet the requirements of these technical regulations of the Customs Union, EEC, the effect of which they are subject. Article 1. The field of application 1. This technical regulation extends to machines and (or) equipment, manufactured in circulation at the common customs territory of the Customs Union. 2. This technical regulation establishes minimum requirements safety of machines and (or) equipment in the process of development (designing), manufacturing, installation, commissioning, operation, storage, transportation, marketing and disposal in order to protect human life or health, property, environment, animals life and health, for prevent actions that mislead consumers. 3. This technical regulation extends to machines and (or) equipment for which were revealed and identified hazards, the requirements to their eliminate or reduce are given in accordance with Annex № 1 and № 2 of the Technical Regulations. 4. This technical regulation shall not apply to the following types of machines and (or) equipment: - Machines and (or) equipment related to ensuring the integrity and sustainability of the networks function and using of the radio frequency spectrum; - Machines and (or) equipment used for medical purposes and used in direct contact with the patient (X-ray, diagnostic, therapeutic, orthopedic, dental, surgical equipment); - Machines and (or) equipment specifically designed for use in the field of nuclear energy. The action of this technical regulation applies to machines and (or) equipment used at hazardous production facilities. 6. If risks from machines, and (or) equipment, fully or partially installed in other technical regulations of the Customs Union, EEC, the machines and (or) equipment must comply with the technical regulations of the Customs Union, EEC, on which they are applied. 7. When identifying the machines and (or) equipment correspondence is established specific machines and (or) equipment sample or their description, as which can be used the standards referred to in item 1 of Article 6 of these technical regulations, classifications, specifications and drawings, specifications, operational documentation. 8. Additional safety requirements for certain categories of machinery and equipment are installed in accordance with Annex № 2.

With the export of products requiring certification to the Russian Federation and the Customs Union, the customs authorities will require GOST R certificates or TR certificates of the Russian Federation or the Customs Union. These are prerequisites, required by law for the marketing of these goods and are therefore also required for the clearance of customs.
With the Customs Union, the governments of Russia, Kazakhstan and Belarus have established a joint economic region. This includes that the participating countries have transformed their previous requirements for the proof of market conformity into new, uniform regulations and requirements that are valid for the entire economic region.
New technical regulations and uniform conformity requirements were introduced in the Customs Union of Russia, Kazakhstan and Belarus on 15 February 2012, replacing the former Russian regulations of the GOST R and TR certification in stages. The proofs of conformity issued prior to the effective date of the Technical Regulations of the Customs Union may be used until their term of validity expires, but not longer than a set point of time. We can check if and how long your GOST R and TR Certificates are still valid.
The GOST R certificate of conformity is the oldest permissive document in Russia testifying that the concerned product complies with Russian GOST and GOST R standards. It is valid on the territory of the Russian Federation only. This certificate is progressively replaced by new certificates, declarations or registrations as the new Technical Regulations of Russian Federation and of the Customs Union are replacing GOST/GOST R standards. Following are the types of certifications available to exporters: 1. Mandatory Certification Products requiring mandatory certification are defined in the official Nomenclature of products subject to compulsory certification (Government Decree No 982 by December 1, 2009 and its updates). However, this list is subject to periodic review. Mandatory Certificate of Conformity is a pre-requisite for the placement of products on the Russian market and is required for customs clearance. The certified product should be marked by the registered GOST R Mark of Conformity with identification number of certification body, which clearly demonstrates product compliance to the applicable Russian standards. 2. Voluntary Certification For products not subject to mandatory certification or declaration (refer to chapter below) according to the Russian law, voluntary certification scheme may be applied. Voluntary GOST R certificate cannot be used for customs clearance. Exporters or importers initiate voluntary certification with the aim to formally prove the conformity of their products to the applicable Russian standards and to use it as marketing advantage. The following sign demonstrates that product passed certification in voluntary GOST R system. 3. Validity period of GOST R certificates Depending on the annual export volume, there are two different types of GOST R Certificates of Conformity which can be issued. These are: a. Single shipment certificate Certificate of Conformity issued in this case is a trade document valid for one consignment only, i.e. for a certain quantity and type of product. This kind of certificate is advisable if the export to Russia is not so frequent. It can be issued only if the exporter is able to prove who will be the customer/importer in Russia by means of a contract or an invoice. b. Certificate for serial production (multiple shipments) Serial production Certificate of Conformity is a trade document which can be valid between 1 to 3 years depending on the nature of the products and applied procedure. Such a document enables the exporter to ship consignment an unlimited number of times and unlimited quantities of goods produced during the certificate validity period. The advantage of serial GOST R certificate of conformity is that it is issued on the name of a foreign manufacturer or exporter and can consequently be used by any Russian importer. Both, single shipment and serial GOST R certificates are issued per type (category) of products. That means that each shipment or a range of heterogeneous products may require several certificates.

CU TR 006

Technical Regulations of the Customs Union "On the safety of products,
for children and adolescents "was developed in accordance with the Agreement on common
principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan
and the Russian Federation dated 18 November 2010.
2. This technical regulation is designed to establish on a single
the customs territory of the Customs Union, a mandatory application and enforcement
requirements for products intended for children and adolescents, providing free
movement of products intended for children and adolescents, puts into circulation on
single customs territory of the Customs Union.
3. If, in respect of products intended for children and adolescents will be accepted
other technical regulations of the Customs Union and (or) technical regulations of the Eurasian
Economic Community (hereinafter - EurAsEC) establishing requirements for the product,
for children and adolescents, the products intended for children and adolescents,
must meet the requirements of technical regulations of the Customs Union and (or)
EurAsEC technical regulations, the action of which it is subject.

TECHNICAL REGULATIONS CU TR 005/2011 ON THE SAFETY OF THE PACKAGING
HISTORY AND MAIN DEFINITIONS
Technical Regulations CU TR 005/2011 on the safety of the packaging in the context of the Customs Union between Russia, Belarus and Kazakhstan by Decree No. 769 of 16.08.2011 of the Commission of the Customs Union returned into force on 1 July 2012.
SCOPE AND RELEVANT PRODUCTS 
Most any type of packaging is subject to the certificate of compliance by the Declaration of Compliance with the exception of packaging for medical devices, drugs, tobacco and dangerous.
MARKET LAUNCH
Prior to launching products/equipment onto the market, the manufacturer / representative should:
  • comply with basic health and safety requirements (Technical Regulations CU TR 005/2011)
  • apply procedures for evaluation of conformity
  • obtain the certificate: declaration  of conformity and make sure that the latter is included in products
  • make sure that products bear the EAC mark

The Federal Law on Technical Regulation No. 184-FZ dd. introduces the definition “Technical Regulations” on December 27, 2002. The law separates a concept of technical regulation and standard and establishes the approach for application of standards. Unlike the standards, the technical regulations are mandatory and establishes the minimum requirements for safety and healthy insurance for different kind of products. The Technical Regulations could be compared with the EU Directive for Machinery.
Republic of Belarus, Republic of Kazakhstan and Russian Federation have commenced in June 2010 the establishment of the unified technical regulation system. Government agencies of three countries delegate relevant authorities on adoption of technical regulations to the Customs Union Commission. At the same time this Commission coordinates efforts of three countries applicable to technical regulation. The national norms will be terminated after the technical regulations of the Customs Union become effective. The technical regulations have a direct effect on the territory of three countries.

TR CU 004/2011

On Safety of Low-voltage Equipment

These Customs Union Technical Regulations is worked out to establish, within the common customs territory of the Customs Union, uniform and mandatory requirements to be applied and observed with regard to electromagnetic compatibility of technical products and ensure free movement of technical products which are put into circulation within the common customs territory of the Customs Union.
If, with regard to technical products, other technical regulations setting forth requirements to technical products are adopted by the Customs Union, then technical products shall comply with the requirements of these technical regulations of the Customs Union where applicable.
These Customs Union Technical Regulations do not apply to technical products which:
  • are used by manufacturers of other technical products as components and are not intended to be used as self-contained products;
  • are passive in terms of electromagnetic compatibility;
  • are not included into Unified List of Products which sets the mandatory requirements in the Customs Union, approved by the Customs Union Commission.

Certification System is an initiative of the applicant. The applicant may be legal entities and individual entrepreneurs.

      Certification of domestic and foreign objects certification is carried out by the same rules.

      Order of certification generally includes:
 filing an application for certification, a set of documents;
 consideration of the application and the adoption of an action;

CU TR 001

Article 1. Scope
1. This technical regulation of the Customs Union (hereinafter - TC) apply to newly developed (modernized) manufactured railway rolling stock and its components,
put into circulation for use on railway tracks Public and non-public 1520mm in the customs CU territory with speeds up to 200 km / hour.

Railway rolling stock includes:
1) locomotives;
2) Multiple unit and wagons;
3) passenger cars locomotive traction (hereinafter - passenger cars);
4) freight cars;
5) special railway rolling stock.
The requirements of this Technical Regulation apply to TC the objects of technical regulation in accordance with the list according to application number 1.


2. The requirements of these technical regulations are required at TC design and manufacture of railway rolling stock and components, as well as the conformity assessment of products.
This technical regulation does not apply to TC railway rolling stock Railway Technology
transport companies for moving people and wealth in the territory organizations and perform the initial-end operations with railway rolling stock for their own the needs of organizations.

Requirements for the operation of railway rolling stock part of the traffic safety are established by legislation of rail transport of the Member States TC.

3. This technical regulation establishes requirements for TC railway rolling stock and its components in order to protection of human life and health, animal and plant safety
property, as well as prevention of actions misleading consumers (users) with respect to the appointment and security.

Types of certifications

One of the most common types of certification in modern society is professional certification, where a person is certified as being able to competently complete a job or task, usually by the passing of an examination.

There are two general types of professional certification: some are valid for a lifetime, once the exam is passed. Others have to be recertified again after a certain period of time. Also, certifications can differ within a profession by the level or specific area of expertise they refer to. For example, in the IT Industry there are different certifications available for software tester, project manager, and developer. Similarly, the Joint Commission on Allied Health Personnel in Ophthalmology offers three certifications in the same profession, but with increasing complexity.

Certification does not designate that a person has sufficient knowledge in a subject area, only that they passed the test.[1]

Certification does not refer to the state of legally being able to practice or work in a profession. That is licensure. Usually, licensure is administered by a governmental entity for public protection purposes and a professional association administers certification. Licensure and certification are similar in that they both require the demonstration of a certain level of knowledge or ability.

Another common type of certification in modern society is product certification. This refers to processes intended to determine if a product meets minimum standards, similar to quality assurance. Different certification systems exist in each country. For example, in Russia it is the GOST R Rostest.

In first-party certification, an individual or organization providing the good or service offers assurance that it meets certain claims. In second-party certification, an association to which the individual or organization belongs provides the assurance.requirements pertaining to a product, person, process or management system have been met.[ In this respect, a Notified Body is a third-party, accredited body which is entitled by an Accreditation Body. Upon definition of standards and regulations, the Accreditation Body may allow a Notified Body to provide third-party certification and testing services. All this in order to ensure and assess compliance to the previously defined codes, but also to provide an official certification mark or a declaration of conformity
